The Illinois Department of Transportation (IDOT) and Federal Highway Administration (FHWA) will act as joint lead agencies for preparing an Environmental Assessment (EA) for the IL Rte 131/Green Bay Road Study in order to satisfy NEPA requirements. As such, FHWA (Division Administrator) and IDOT (Secretary of Transportation) are ultimate decision-makers for this project.

The lead consultant for the study is HNTB, a planning and engineering design firm. Images, Inc. and Lin Engineering are sub-consultants - each with unique expertise that will support HNTB.

The Illinois Department of Transportation (IDOT) District 1 is leading the IL 131 Green Bay Road Project Study.
